Dear Colleagues,

We hope this finds you well.

On June 8 you received an email from Western’s Human Resources office regarding “Voluntary Reduction of Hours” which is related to the WA Employment Security Department’s Shared Work Program. Though this email went out to all employees, including faculty, it only applies to employees who work on an hourly basis. Faculty are not hourly employees.

We want all faculty to know that the UFWW-WWU Collective Bargaining Agreement (CBA) ensures that any change to a contracted faculty appointment is strictly voluntary and must be initiated by the faculty member. Any reduction of a faculty member’s salary should only take place with a corresponding voluntary reduction of appointment. Sections 7.4 (Tenure Track Faculty) and Section 8 (Non-Tenure Track) of the CBA addresses change of appointment. As per section 7.4.1, the University may not require a faculty member to accept a change in assignment except as a result of the termination of a program or department of instruction. Any such change must be carried out in a manner consistent with the Reduction in Force policy defined in Section 21 which follows a declaration of financial exigency or emergency. As the administration made clear in an earlier email, this is not the situation at Western.
